Charter
The Western States Rally Championship (WSRC) is dedicated to rally competitors
that are interested in running western state rallies both inside and outside
of their home region, but do not have the time or resources to compete
in a national or professional championship. The series fosters head-to-head
competition at a level between regional championships and national or
professional-level series. The series will recognize the top drivers and
co-drivers competing in regional-level events in the western United States
by rewarding them with meaningful year-end trophies. The costs of administering
the WSRC will be funded entirely by sponsors and event organizers. No
additional fees will be levied against competitors in the series. In the
interest of fairness to its competitors, the series will strive to balance
its selection of points-scoring rallies amongst the different western
regions. Because this is a competitor-driven series, the WSRC will be
administered by a board comprised of the event organizers and designated
officers. To minimize costs and maximize promotion of the series, the
WSRC will use internet technologies as its primary form of communication.
1.0 Administration
1.1 The WSRC is administered by a board that is comprised of the series
event organizers and series officers. Each event will have one representative
on the WSRC board whether or not that event scores WSRC points in any
given year.
1.2 The following
rallies currently have representatives on the WSRC board:
• Doo Wops I and II (combined) – Washington
• Simpson Stages – Washington
• Shitepoke – Washington
• Trail's End – Oregon
• Mt. Hood – Oregon
• Subaru Rim of the World – California
• Gorman Ridge – California • Seed Nine – Nevada
• Treeline East – California
• Desert Storm – Arizona
• Prescott – Arizona

• Rally Colorado – Colorado
1.3 The series
officers are: Chairman, Secretary/Treasurer, Public Relations, Webmaster,
Points Keeper, and Competitor Liaison.
1.4 The officers’
functions are as follows:
• Chairman: Primary point of contact, responsible for year-end awards,
polls the board, calls board meetings and assembles the agenda.
• Secretary / Treasurer: Writes up the rules and the minutes of
any meeting or phone conferences. Get, keep and disburse the funds.
• Public Relations: Responsible for writing press releases, promoting
the series, and handling in-bound media requests.
• Webmaster: Responsible for the series' web site.
• Points Keeper: Responsible for tabulating the series standings
immediately after each event and forwarding them to the webmaster.
• Competitor Liaison: Provides competitor feedback to the board.
1.5 Any coefficient
2 or 3 rally held in a western state will automatically be added to the
WSRC after the successful completion of its inaugural event. For example,
if a new C3 rally in Wyoming is successfully run in 2003, its representative
would automatically be added to the WSRC board for the 2004 season. This
encourages the creation of new rallies by insuring that they will become
part of a bigger series once they've completed one event.
1.5.1 Although C2 and C3 rallies are automatically entitled to seats on
the WSRC board, only C3 (or equivalent) rallies will be considered as
possible points-paying events.
1.6 As the series grows, the board may add additional officers, as it
deems necessary, in order to improve the series.
1.7 The WSRC rules are changed by vote of the WSRC board. Voting results
are determined by a simple majority of votes cast.
1.7.1 Representatives for C3 (or equivalent) rallies get two (2) votes
each.
1.7.2 Representatives for C2 (or equivalent) rallies get one (1) vote
each.
1.7.3 Officers get one (1) vote each.
2.0 Calendar of Events
2.1 The WSRC is comprised of all coefficient 2 and 3 rallies (or equivalents)
in the western United States. Specific events within the series will award
points towards the WSRC championship. The selection of events will be
done with an attempt to equalize the impact on all competitors. Events
will be selected by a vote of the WSRC board.
2.1.1 The WSRC
has defined three “zones” within the championship. The Northern
Zone includes events in Oregon and Washington. The Southern Zone includes
events in California, Arizona and southern Nevada. The Mountain Zone includes
events in Colorado and northern Nevada. As additional events join the
series, the WSRC board will endeavor to place them in the most appropriate
zone.
2.2 Points will be awarded for the best X out of Y events in the series,
where X and Y are determined by the WSRC board prior to the beginning
of each season. The values will be posted on the WSRC web site at www.wsrally.org.
2.3 If a points-scoring event is cancelled after the start of the season,
the WSRC board will designate an upcoming event to be used as a substitute.
If the board feels there are no reasonable substitutes (generally based
on zone or scheduling considerations), the board may opt to reduce the
number of events to be scored for the season.
2.4 The WSRC events that will score points for a given year will be listed
on the WSRC web site at www.wsrally.org.
3.0 Classes, Awards and Points
3.1 The following classes will be eligible for WSRC trophies: Open, Group
2, Group 5, Production, Production GT and Historic.
3.2 In the spirit of encouraging head-to-head competition, a class must
have a minimum of three entrants in at least four points-scoring WSRC
events to be eligible for trophies.
3.2.1 To be eligible for a trophy, a competitor must start rallies in
at least two WSRC zones, where “start” means they are officially
listed as starters on the event’s final results. The competitor
must also start in the same class and in the same role (driver or co-driver)
in at least two WSRC zones.
3.3 Year-end trophies will be awarded to the top finishing drivers and
co-drivers in each class that has met the minimum participation requirements.
The ranking will only include competitors eligible for a trophy. Additional
trophies will be awarded as class participation and WSRC budget allows.
The minimum number of trophies awarded by the WSRC will be based on the
number of entrants in the series. Table 1 defines how many trophies for
each class will be awarded.

3.4 Trophies will
be awarded only by class. No "overall" winner will be recognized
as this places competitors in the "slower" classes at a disadvantage.
3.5 Points will be awarded as shown in Table 2.
3.6 Ties are resolved in favor of the competitor with the most first place
finishes. If that number is the same, then it is resolved in favor of
the competitor with the most second place finishes. If necessary, this
process continues down through the remaining finishing positions. Results
from all WSRC events will be used to break a tie.

3.7 Organizers
of WSRC points-scoring events have 300 points to divide up amongst themselves,
with no one organizer receiving more than 100 points.
3.7.1 One person can not receive more than 100 organizer points in a single
season.
3.7.2 The WSRC points keeper must be notified about points allocation,
including the organizers' names and the vehicle class in which the points
should count, at least two weeks prior to the event.
3.7.3 Organizer points will not be awarded to those people who do not
also compete in the class they designated in section 3.7.2.
4.0 Competitor Eligibility
4.1 The WSRC is intended for regional-level competitors. National-level
competitors who compete in WSRC events should elect to be excluded from
receiving WSRC points. The Board of Directors may also choose to exclude
a competitor it deems to be a national-level competitor.
4.2 When a national-level competitor is excluded from receiving WSRC points,
WSRC scoring will take place as if the excluded competitor had not entered.
4.3 All eligible competitors entered in WSRC events are automatically
entered into the WSRC.
NOTE: Remember that these events are all regional rallies. If a team is
entered into a professional or national event with a concurrent regional
event, they must enter that regional event to qualify for WSRC points.
5.0 Funding
5.1 The WSRC is funded entirely by sponsors and the rallies themselves.
Each points-scoring event pays a designated fee to the WSRC. Each year
the WSRC board agrees on the amount of funding to be collected from the
organizers.
5.2 Competitors pay no additional charges to participate in the WSRC.
6.0 Operating Rules
6.1 Each WSRC event will be operated under the rules of that event's sanctioning
body, as amended or defined by the event organizers. These include rules
relating to timing methods, seeding and start order procedures, the use
or prohibition of use of stage notes, pace notes, or other navigation
aids, and inquiry and protest procedures.
NOTE: Since some events may operate under national rules while others
under local or specialized rules, competitors should pay careful attention
to the rules for each event they enter.
